The Action Plan for Water Pollution Prevention and Control (the "Ten Articles of Water") requires that in 2017, sewage from municipalities directly under the Central Government, provincial capitals and planned municipalities will basically be collected and treated completely; in 2020, the amount of black and odorous water in urban built-up areas at prefecture level and above will be controlled within 10%; and in 2030, urban black and odorous water will be eliminated.
